Interlibrary Loan Subcommittee
Report from SUS ILL Management Phase Subcommittee - Meeting of 9/4/98

Michele Newberry, Mark Hinnebusch, Maggie Hogue, Krissy White and Jean Moises attended meeting from FCLA. The subcommittee members (Maria Chavez-Hernandez, Chair; David Fuller; Merilyn Burke) were all present. 

The discussion about the need to provide a blank request template and the requirements of the ILL management module was based on the following assumptions:

 The goal to be achieved is to streamline the use of OCLC.

  1. The system is not geared to mainly support SUS library to SUS library ILL transactions.
  2. FCLA will investigate the possibility of building a system that can utilize some of the existing OCLC ILL features/services such as ILL Direct.
  3. The SUS ILL Subcommittee will need to decide which of the configuration options on the next page best suits ILL needs at the SUS level. (FCLA may be able to vary this by library; we won't be sure until there is more time to look at the process.)


Notes

Whether the requests to OCLC go as ILL Direct or to a review file (bottom boxes) is a library decision, just as it is now. The OCLC processing need not be changed.

There is also a possibility for an Option 3: a local review file for some requests that seem to be owned by the library, or patron information problems, etc. This needs some discussion.

An in-depth discussion took place with regard to the blank request template. The following is a general overview of what the group envisions should be happening

Procedures
  1. Patron enters a query in the local catalog or union index.
  2. System responds by identifying holding library (if home library is searched) or libraries (if union catalog is searched).
  3. If search has no matches, patron may use an ILL blank form that will need to be clearly identified under a command feature. [Subcommittee will need to determine elements of the blank form for books/articles, and designate any required fields.]
  4. Patron will be asked to enter ID number.
  5. System will authenticate patron ID.
  6. Patron fills out information on the ILL form.
  7. Subsequent steps will follow established existing procedure for Phase I.
  8. Request is sent to the library's ILL database for processing.
  9. ILL office reviews requests locally or requests are sent to OCLC for review there. (Phase II only)

Please review the ILL Staff Management Requirements document that identifies those features that FCLA plans to implement, those already in existence, and those which are not applicable for this project. Under the "Notes" column there are included observations made by the group which are considered to be important for the overall discussion of Phase II issues. NOTE: In this chart, N/A means that the ILL Phase II working subcmte. determined that these requirements address a model for local system to local system ILL. This model was not deemed to be a priority or preference for the SUS.
